There are many different reasons for flags to be posted in the common areas. Examples include the following:
1. Marking for utility lines
2. Marking sprinklers

4. spraying fertilizers/chemicals
The HOA isn't always aware of construction activity going on in the community as utility providers have easements to enter an perform work without authorization. Some work can be as simple as irrigation or fertilization of the landscaping.
Flags from utility companies are typically marked with the utility provider performing the service.
Here is a simple cheat sheet if a vendor is using flags properly, the color can determine the type of marking.
RED – Electric Power Lines, Cables, Conduit and Lighting Cables
YELLOW – Gas, Oil, Steam Petroleum or Gaseous Materials
